MNGOP Attacks Teachers at ALEC's Request

     There's another ALEC Bill in the pipeline. This one comes from the Bill Gates funded education arm of ALEC. The latest right that Republicans want to take away is teachers' right to strike over compensation.

    We know that the MNGOP loves legislating solutions to problems that do not exist. A historical look at teacher strikes in Minnesota is in order. In 1946, the Saint Paul Federation of Teachers held the first teacher's strike in the nation. Since 1946, that pioneering teachers union has gone on strike an additional zero times. In the last decade there have been less than five teacher strikes statewide.

    One of the things that has kept teacher strikes so few is the January deadline for contracts to settle. Past January there has been a pretty stiff penalty for districts that have not settled. This has helped Minnesota stay relatively strike free. The MNGOP removed that law.

  In addition, the MNGOP wants to remove the stipulation that automatic cost of living increases or other benefits continue while negotiating new contracts. This means, when an old contract expired, any language of how they would operate while negotiating a new contract would be moot. There would actually be incentive for management to drag negotiations out for as long as possible. Finally, when the new contract is settled, there would be no retroactive pay if any increases were negotiated for in the interim.

  So, let's review.

1) Take away the deadline for contracts to be settled, removing penalties for drawn out negotiations.  

2) Complain that negotiations go too long, and distract from learning.

3) Remove workers right to strike.

4) Don't allow for previously negotiated increases to take place during negotiations of new contract.

5) Don't allow for retroactive pay for any new benefits negotiated for.

It's another ALEC jobs bill!!

the 2nd paragraph suggests that the right to strike is a non-problem that is being legislated by the MNGOP.  the proof offered is that the SPFT has struck zero times since 1946 and only 5 other strikes in the last decade.  so the absence (or dearth) of strikes is proof that strikes are of little value and thus not a problem?  so what's the big deal if strikes go away?  Teachers don't strike anyway, right?  obviously the logic employed by the author is not sound.  nearly as obvious is the fact that the threat of a strike (even if no strike occurs) is quite valuable.

we can debate the merit of retaining the right to strike, but dismissing the value of the threat of a strike is the wrong place to start.

further, of course removing the arbitrary january deadline to settle contracts favors the school adminstrators, but more importantly benefits taxpayers.  the complaint is that with no deadline the administrators have less incentive to settle quickly - which is mostly true.  but with a deadline, the unions (not the teachers) have no incentive to settle and thus bully the administrators with the deadline and resulting penalties.  without a deadline both parties are on equal footing in negotiations.

there will always be natural and acceptable friction between taxpayers and administrators on one hand and unions and teachers on the other hand.  this is unavoidable, this is how the real world works.  i don't think giving unions the ability to bludgeon their opponents with strikes, deadlines, forced membership, and forced political contributions from members is a prudent solution.  

further, and further afield, this is a perfect opportunity to challenge the state monopoly on education.

Just because there are no strikes, does not mean the right to strike is unimportant. How did you make that leap?

The right to strike is huge for labor rights. Huge. The ability to strike has ensured labor gets heard and a fair shake.

It happens so rarely, that it is not a right that should be legislated away.

For example, SPFT Local 28 registered for arbitration, the last step before striking, just this year. they were going to strike over class sizes. A few weeks after threatening to strike the contract was settled!

Also, there is no forced union membership. there is 85% fair share. Saying union membership is forced is just Koch/Fox News propaganda. You're better than that tripe.

Finally, the final step for total and complete control of any dictator has been ridding their countries of unions.
