I found the Uptake video that appears to have been the source or the embedded video. I don't know what the county commissioner from Mankato was saying before he was answer Anderson's questions, so I won't guess who was right on the substance. It sounds like he was saying the districts in the plan would make local redistricting more difficult, and Anderson was refusing to believe that. At least there's some context that's not in the video embedded in the post, but it's also longer.

It is comforting (0.00 / 0)

to hear senior legislators advise a younger committee chair -- an arch Republican operative -- about productive protocol and civility.  We see in this particular clip a civil defense of the time-tested, Minnesota way of managing testifiers from one who marches to orders from the top.

There are other clips of Ms. Anderson on YouTube and The Uptake behaving in this fashion.
